The Fostering Network: Principles and Protocol Governing the Transfer of Foster Carers

SCOPE OF THIS CHAPTER

This chapter contains 2 documents which were previously in the Wirral Local Resources in the manual.

The 'Protocol' was developed by The Fostering Network and the joint forum of Independent Fostering Providers and is issued with the support of ADCS. It takes account of legislative changes which came in July 2013 and recommends the good practice guidelines to be followed when an approved foster carer wishes to transfer from one fostering service to another.

'The Principles' were developed with partner Fostering Agencies and supports good practice principles for both fostering agencies and local authorities, namely that: 'The primary consideration in all transfers must be that “the welfare of the child is paramount” as enshrined in the Children Act 1989'.
