6.1.10 Movement of Foster Carers Between Agencies

1. Introduction

Wirral Borough Council Fostering Services acknowledges the right of Foster Carers to move between approving Foster Carers. However the welfare of a child in any placement must be paramount.


2. Procedure

2.1 Informing Fostering Service

No Foster Carer registered with Wirral Fostering Service may join another Fostering Service (either Local Authority or Independent Fostering Agency) whilst they have a child placed with them by Wirral Fostering Service unless arrangements have been made for the continuing management of the placements. Similarly Wirral Fostering Service cannot accept a Foster Carer from another Fostering Service until the management of placements has been agreed. The future management of placements must be to the satisfaction of both the placing authority and the existing fostering service.

A Foster Carer cannot be registered with a new agency until the approval has been terminated with the existing agency (Reg 27 (1) Fostering Services Regulations 2011). When a Foster Carer wishes to move they must inform the existing fostering service in writing. No assessment by another Fostering Service can begin until such notice is given.

2.2 Management of Placements

When a foster carer has informed the Fostering Service that they wish to move and there are children in placements, a protocol meeting must be convened between the existing Fostering Service, the proposed new Fostering Service, any placing agency, any other interested agency and the Foster Carers.

The meeting must consider:

  • How such a move may affect a child placed with the Foster Carers;
  • How the child’s plan will be maintained;
  • The ongoing arrangements for the management of the placement;
  • The protocol by which the new Fostering Service may use any future placements with the carer;
  • The continuing arrangements for approval of the carers;
  • The views of the child, parent or any other interested party.

The meeting must agree that the terms of the move are in the child’s best interest and specify the particular management arrangements which will govern the transfer and maintain existing placements.

2.3 Transfer

When the arrangements are agreed the new Fostering Service may commence the assessment. A reference will be provided from the existing Fostering Service to the new Fostering Service.

If agreements cannot be reached the Foster Carer must remain with the existing fostering service until any existing placements reach their natural end. At this point Foster Carers will be free to undertake the transfer.

Transfer will only be completed following a full assessment and checks of the carers by the new Fostering Service including sight of the carer’s file.

The new Fostering Agency will confirm in writing when approval and date of proposed registration. The existing Fostering Service will de-register the Foster Carers from that date.

2.4 Regulations

Regulation 27 Fostering Service Regulations 2011 (1)
A fostering service provider shall not approve a person who has been approved as a foster parent by another Fostering Service provider, and whose approval has not been terminated.
